About Us

Southern Maine Community Organization Active in Disaster (SMCOAD) is a collaborative network of agencies, individuals, businesses, and others working towards the mission of helping to minimize the effects of an emergency on the community by supporting local and county Emergency Management Agencies and first responders.

    Facts about SMCOAD:

    SMCOAD serves Cumberland and York counties, but offers statewide support.
    • SMCOAD is not a first responder
    • We are a volunteer organization
    • We are open to all community organizations
    • SMCOAD is sponsored by Cumberland and York county Emergency Management agencies
    • SMCOAD holds a seat in the Emergency Operations Center during a disaster

    Purpose:

    SMCOAD, as an organization, is not a
    first responder entity, but rather provides community assistance with preparation, mitigation and recovery after the first 72 hours followinq a disaster/emergency.

    History:

    SMCOAD began after major flooding struck York and Cumberland counties in 2006-07. These hard hit communities quickly realized the importance of bringing organizations together prior to a disaster to quickly and efficiently recover.
